At the moment, all the documentation is in the .c files, which makes it quite painful to use the header files in an IDE. Would it be possible to move it to the .h header files?

All of the files were directly copied from openrazer with a few modifications. There weren't any documentation in the headers.

Is there a tool/script that can makes this easy?

I think if this were to be done, it'd be better done upstream (in openrazer) honestly.
