Presumably, uxp refers to the @adobe/uxp-devtools-cli NPM package => we should probably define this as a development dependency in the samples that use it

From the looks of it, it's currently a bit more complicated to install the CLI => it won't suffice to make it a development dependency.

Keeping this open for tracking, but blocked by CLI installation process, for now.
