What is the Problem Being Solved?

Noble UI will read from Agoric vstorage and broadcast certain messages. We designed those so let's provide utilities they can use to abstract.

Description of the Design

• query state (fees, SettlementAccount)
• calculate the Bech32 for the forwarding address (function of SettlementAccount and EUD using rework EUD address hook to use bech32 #10614 )
• calculate x/forwarding (work closely with Noble on this part)
• indicate which destination chains are supported (so UI can only present for those) (see fusdc: chain and asset info for mainnet proposal #10736 )

It overlaps but that's a CLI and this is a library that Noble's web app can bundle.
