System is Windows11 Pro on Intel. Windows Security is system's antivirus. ConfigureDefender is not in Windows Security Protection History or considered a threat. Have downloaded fresh copy from here. Would like to get it running before going to 24H2. Thank you.

Something blocks it or PowerShell. Current builds were checked on Windows 10 and 11 (including ver. 24H2).
Another possibility is a corrupted download.
