Deploying BLIS-on-cloud to labs

Problem

Since 2022, BLIS has been able to run on cloud providers, and our documentation has steadily improved. However, we do not have a lab that is yet using this version.

We have some possible candidate labs, and a partner actively recruiting labs for the cloud version. We don't know the status of this right now, but we will keep track of it and learn more at the partner meeting.
