Describe the bug
When an effect is active that allows you to look at the top of your library at any time and play cards from the top of your library, such as with Bolas Citadel, One With the Multiverse or Glarb, Calamity's Auger, clicking on the top card if you can't pay the cost it will often move it to the bottom of the library. Similarly, selecting to cast the top card but then cancelling before paying the cost can also cause the card to go the bottom of the library.
To Reproduce
Steps to reproduce the behavior:
Have an ability in affect that allows looking at and playing the top card of your library.
Have a spell on top that is not restricted from being cast by some other effect.
Open the library window
Click on the spell
If you don't have the mana or alternate cost to pay for the spell, or if you can pay the cost but then cancel, it will appear to go the bottom of the library.
Expected behavior
The top card of the library should stay on top when interacting with it.
