Create the council member container

This container is currently found under v2 route:
https://councildataproject.github.io/seattle/#/people
image

However there are additions for v3:

  • Use the new council member components
  • Add filters for current, previous, and all council members, add sort by name (we can add more filters and sort options later)
  • Default filter to current council members which would resolve Designate Current and Previous Council Members #26
