Update PyTorch version #44

Currently the PyTorch version is fixed at 1.11 due to a package conflict. This issue is a reminder to attempt to rectify this situation once PyTorch has released a new version.

Hey, is there a work-around for this? The new version got released recently.

@Brendan-CUBoulder we're attempting to resolve this; however, torch is still giving us trouble on the Github CI end of things. is there a specific feature you're looking for in newer releases of torch?
