Manifests with fewer votes than the CVR export

Check what happens when the manifest has fewer votes than the CVR export. I think this should be an error, but perhaps it isn't because colorado-rla deals with it in some non-obvious way. Verify sample size estimates and risk calculations in this case.

/select-contests
doesn't work without manifests (which is good). Check that it throws an error.
