Allow --config argument to use implied path/to and extension #43

Since config files are always in YAML, the file extension should be implied (.yml) if not specified.

The path should be assumed to be _configs, the LDCMF default.

So the command

bundle exec liquidoc -c build-docs

should use the config file: _configs/build-docs.yml.
