Target .NET Standard 2.0

I am looking for a nuget package that will provide both country and state information. This project fits that requirement, but I have a problem. I am wanting to use this project on a .NET Framework 4.8 as well as in a Nuget package that targets .NET Standard 2.0.

I have preliminarily changed the target on the project file and it appears to still work.

For compatibility reasons, is it possible to move this project to target .NET Standard 2.0?
