Users API

create api route for users issues ( add user , block user ).

acceptance criteria :

  • route for adduser
  • route for block user (stretch goal ).

we should specify our routes
for ex. /api/v1/user method: POST
and what is the I/O for this specific route
also you should relate this issue to an EPIC issue
