[This replaces https://github.com/GOTO-OBS/gtecs-control/issues/437]

Occasionally the 4PiSky sever has gone down, meaning we don't get any GCN alerts. The sentinel will attempt to reconnect, but it doesn't tell anyone there's an issue.
At the very least the sentinel should sent a Slack alert.
