Supply accurate posted date for solicitations imported from sam.gov #256

The date inserted in notice.date doesn't match the publication date of the solicitation on sam.gov

Expected Behavior

When the scraper inserts rows in the notice table, the date field should match the posted date from sam.gov. I don't know if an 'updated date' is available for solicitations that were updated on sam.gov after the original posting, but if that is available, it would be good to have that as additional data in the notice table.

Current Behavior

Not 100% sure but I think the date is set by subtracting a day or two from the date at the time the scraper is run.
