Include contact attributes when updating from sam.gov

We should include contact info from sam.gov in the solicitation data stored in the notice table. Currently we only pull the email address. We should include at least first/last name but any additional details that sam.gov provides should be captured as well.

Expected Behavior

The notice.notice_data field for a solicitation should include all contact info provided by sam.gov

Current Behavior

The notice.notice_data field for a solicitation should includes only the contact email address.
