I asked this Issue for this mod developer, developer's answer is The animation plays when the player is inside Powder Snow. Adding an animation to when the player is freezing is something that the Tough as nails mod would have to do, as that is a custom mechanic. Not Enough Animations(NEA) is strictly to add animations to vanilla, not for other mods (since they can do that themselves).

NEA dev here, just to clarify, this technically has nothing directly to do with NEA. From my understanding the request is just in general to have a freezing animation, it probably doesn't matter if it's what NEA does or a different custom one.
