if ACTIVE code is missing #3

if LIBGRAPHICS_ACTIVE code is a common check so we are not called out of place- but the safeties are missing, as is most of the code safeties so far.

This needs to be fixed. Maybe you have shitty tiny graphics chips?? I wont know if I dont check for SDL failures...and I currently DONT.

This whole C "is a function" when "its a proceedure" really irks me.
