[Permission] Permission decision method not visible on the release step for users with Arbitration permission #3779

Steps to reproduce

Assign Fry Arbitration custom permission in Andromeda.
Fry creates advanced payment and goes to the Release step.
Open Release payment modal -> decision method

Expected behaviour

The "Permissions" decision method is not shown to users with Arbitration permissions.

Actual behaviour

The "Permissions" decision method should be visible if the user holds Arbitration or Payer permissions.
