Julia versions which would recognize these are no longer supported by the package.
The minimum Julia version declared in Project.toml is 1.6, so the conditional on 1.1 or later in the tests can be safely removed.
I believe this is required for registering a new version in General.
All changes since v1.3.0 have been fixes and performance improvements; no new features or breaking changes have been introduced.

As an aside, I was going to request @mbauman's review on this PR but noticed that I couldn't; it appears he does not have commit access to the repository despite it originally being under his account. I've invited him as a collaborator on the repository. |

There are some additional small, unrelated changes included here, but I've logically separated the commits so that it's easier to split them into separate PRs if preferable. See commit messages for descriptions/motivations of each change.
