Either link out to other lists of scholarships, or create a new .md file for Scholarships for underrepresented groups in Tech.

Lists should at least:

state citizenship, age, and school requirements
list due dates

aceyoung9 added enhancement help wanted hacktoberfest labels

I think something similar exists for members on assembled.com, but this would absolutely be great to have.
