  • At the very least, this should be done at startup
  • Consider creating some sort of utility which periodically fetches up to date URLs

+1 to "periodically fetches up to date URLs". These onchain registries should be thought of literally like DNS. We could formalize this by having a parameter/flag called TTL in the PayloadRetriever to determine update frequency.
