We could integrate this as a Composer plugin such that:

Dependency updates will auto-reject if a license changes and no longer is approved
Requiring new dependencies will auto-reject if licensing is not approved
Sanity checks during installing dependencies that licensing is approved

This improves DX giving earlier feedback, and removes the requirement for manually integrating into a CI flow.
