The deploy doesn't validate that the secondary node's scaling operation is running healthily

This is evident in 6977326 which gives us a green check even though the secondary was unhealthy because the primary hostname is incorrect. We should have some sort of validation which confirms that the deployment was successful as a final step in the release.
