Add filter to metrics dashboard to filter by operational status

Describe the problem

Now that loggedin MobilityData users can see unpublished feeds, it complicates and confuses the metrics dashboard (I don't have clarity about which published feeds have x feature or notice issue).

Proposed solution

We need to add a filter for operational status to the metrics dashboards and they should default to only included "published" operational status feeds.
