Got it working on windows 11 with the Steam version just by renaming the "alien isolation" folder to "alienisolation".

The following helped me:

1. Move "Alien Isolution" folder from "..\Steam\steamapps\common\Alien Isolation" to other place (ex "..\Game\Alien Isolation")
2. Rename "Alien Isolution" to "AlienIsolution"
3. Add dxgi.dll file
4. Open terminal as Administrator and run the following command mklink /d "{full path to old place}" "{full path to new place}" (about mklink)
   In my case it was mklink /d "D:\Game\Steam\steamapps\common\Alien Isolation" "D:\Game\AlienIsolation"
5. Play and enjoy the game
