Move to new city layout

I have updated the city layout to a new file which better automates creating the city pages.

I'd absolutely love it if anyone else could help move city pages across to the new layout as well :)

• About section is now the main content, instead of a yaml front matter value. The main content was hardly being used for anything.
• Team list is now automatically generated from the member values in _config.yml.
• Twitter is automatically generated if the yaml values twitter and widget_id are set.
• The page can now be markdown, allowing easier writing of the about text.
• Some inline styles were moved to the scss.

You can find that melbourne's index.md now uses the new layout and can use that as an example.

I want to move all the other pages to this layout, before replacing the old one with it.

After this change the the team page can also be automatically generated.

It should also mean less manual copying of html for editing or adding cities in the future.
