Network Access Popup on Windows

When the user launches the Docker container in Windows for the first time, they are greeted with a popup window asking if they want to allow public and private networks to access this application. While I was able to select "Allow" in the testing virtual machine with no issues, we need to verify the following:

• Is this actually required to allow for the application to be viewable in the virtual machine?
• Will the reviewers have the necessary administrative rights to allow that access?
