Add {{buffer}} template variable

As a user, I want to use {{buffer}} as a template for my custom hooks' prompts, so I don't have to select the text before triggering an event.

Perhaps there's something I can do to grab the current buffer and put it in the prompt, but a {{buffer}} template seems like a helpful abstraction.
