When I throw a fireball at glass, the wool covered with glass is destroyed

This is not supported by SBW, destroy-placed-blocks-by-explosion-except only protects the mentioned blocks, but has no other effect on another blocks marked by vanilla for destruction. This would require additional math to figure out what is hidden and what is not.

For that reason, I have changed your issue to Feature Request.
