Protection: Gates should not allow certain actions in protected areas

• Stargates should not allow inventory changes by non-OPs in protected areas.
• Stargates should not allow non-NPC-driven intergalactic dials in protected areas.
• DHDs and Portable dialers should not function in protected areas unless the NPC dialer is dead.
• Stargates should not otherwise require power in protected areas.
