Idea: Add a GitHub issue template

GitHub allows you to add issue template files where you can add a checklist and other content that someone will see when they create a new GitHub issue on your repository.
It might be very nice to know version of the AL Language extension/compiler they are using, which version of LinterCop itself, perhaps the BC version and runtime version and maybe even the VSCode version (for when it is used from VSCode).
You can also ask to check if they already checked if the issue can still be reproduced using the AL Language extension marketplace version and your latest prerelease version.
