Rule for empty statements / excess semicolons

Every once in a while i come across one of these. It would be a nice feature to be able to catch them for readability / cleaner code.

local procedure Example(SomeVar: Boolean)
begin
    if SomeVar then begin
        ; // this excess semicolon should be removed
        Message('hello');
        Message('world');
    end;
    ; // same here
end;

Two patterns i have noticed that maybe should be excluded from such a rule:

if Customer.Get('10000') then; // avoids a runtime error if the get fails
if Vendor.FindFirst() then; // avoids a runtime error if the find fails

case EnumValue of 
    SomeEnum::First:
        ; // nothing to do but should not fall in else part
    SomeEnum:Second:
        Message('Some message.');
    else
        Error('Some error.');
end;
