Allow screen rotation when it's disabled phone setting

Describe the solution you'd like
There's should be an advance option to ignore screen rotation lock. This means if screen rotation is disabled in phone settings after enabling this option Lemuroid should ignore it and rotate screen anyway.

Additional context
A handful of emulators have this option and I find it very helpful in some scenarios.

What version of Android are you running? Android 13+ has a small rotation icon that appears in the nav button tray when it detects a 90° tilt to toggle a forced rotation (when auto rotate is off).
