Do you mean a custom terrain provider that is configurable via initialization files?

AFAIK there are only two options currently:

• ArcGisTerrainCatalogItem
• CesiumTerrainCatalogItem

If that is not enough, you may need to create your implementation.

There are multiple options for custom terrain:

• Add a terrain item to the map. The item ID can be specified in the workbench array within the initialisation file to add the item by default.
• If your terrain is served by Cesium Ion, you can specify the cesiumTerrainAssetId and cesiumIonAccessToken in the settings, and terriajs will use it
• If you use your mechanism for serving Cesium terrain (i.e. nginx, varnish), you can specify cesiumTerrainUrl in the config file to use
• specify useCesiumIonTerrain to use default Cesium terrain
