Remove svg-sprite-loader

As part of our build tooling improvements, we should seek an alternative to svg-sprite-loader, which appears unmaintained and has numerous audit warnings. This issue was raised in #7351 but postponed for future consideration to avoid blocking the Webpack 5 upgrade.

It doesn't look like exactly the same thing, but can SVGR be used as replacement for svg-sprite-loader?
