Ability to disable desertion and enable interaction

Enhancement 1:
Players can easily avoid being raided by just leaving the game/raid. Having the ability to disable abandonment would fix this and allow for non economic servers to use clans properly.

Enhancement 2:
The ability to enable interaction of certain blocks in other clans claims. This would allow for people who use mods such as WarpDrive, Davincis Vessels, and Valkyrien Skies to be able to use their ships in others claims, rather than losing them because they parked in the wrong spot.
