Search, mobile menu and bootstrap dropdown improvements

Implement search using Drupal 8 core search block and update main menu to reflect recent improvements to ocha_basic (D7) by removing bootstrap behaviour from mobile menu toggle in favour of custom JS.

common_design version 1

This is the first release of common_design base theme. The current status is definitely still a WIP. Entire components are missing (eg. search) and there may be a lot of refactoring as reviewing and PRs start. This release helps us lock sites using this base theme to a version, so changes we make will not automatically affect sites using this base theme.
