I remembered that I have Windows Subsystem for Linux (WSL) configured for this machine. Pixi is easy to install, and gfortran is especially easy (compared to Windows). Meson is cross-platform, so the workflows should just work.

The first error I run into is straightforward: Linux is case sensitive, whereas Windows isn't, and it looks like it's not finding a lot of include files.
My vote goes towards making everything lower case (I don't care for shouting).
