Add "Organization Identifier Language" Standards to Organization Doc #6

We have established the Organizations should be named with their primary English language name, and the identifier generated off of that.

Names in other languages should be created as Alternate Organization Names.

Update the documentation in GCIS Resources/Organization.

Preferably after we complete the cleanup in #2

Initial discussion was USGCRP/gcis#328
