Incorrect next sector prediction for ScTMA inbounds from ScAC South to Talla

What is the bug/error?

Occasional incorrect next sector prediction from ScAC South (Montrose) to ScTMA Talla depending on the descent profile of the aircraft.

What is the expected functionality?

Always predict to ScTMA Talla for 260 AGPED inbounds. Add GUEST ownership to Deancross for the TMA callsigns.

Talla is then expected to descend the aircraft prior to the Deancross boundary.
