in the COMPUTER_SESSION_RULE architecture, this consists of 1. a CRUD operation to the COMPUTER_AVAILIBILITY model for all computers in the library and 2. a consistency check between the COMPUTER_AVAILIBILITY objects and existing COMPUTER_SESSION_RULES (and COMPUTER_SESSION_INSTANCES) to see if any of them fall out of the new "valid" time range
