advisors should have the ability to manually create and set the password for a new user without that user needing to log in or register themselves. we need this feature for especially needy corporate mentors that we want to pamper for some reason

only for mentors that either have not been assigned to any library OR for mentors that are assigned to a library that the given advisor is also assigned to
