I want to utilize packs designed for Terra

What are you trying to modify

While the dimensions included with Iris look stunning, there are a number of "packs" designed for the free Terra plugin which are inaccessible to Iris users. An option to somehow make these compatible would give Terra users an easy avenue for switching to Iris. This would be further encouraged by the fact that Terra has neglected to post Bukkit/Paper downloads for Minecraft 1.20.6 or 1.21.2+ at time of writing (source).

Would you care to elaborate? Our understanding is that it might be challenging, but not impossible.

The packs of the two plugins have very different formats, and the way they generate terrain is also fundamentally different.
If you want to use a Terra pack, the only option is to create a new pack specifically for Iris.
Making two different formats produce the same result is an extremely difficult task.

This is precisely why we opened the ticket. The two formats are different, and the only option right now is to create a new pack, but doing that for every current and future Terra pack would be even harder.

Of course, that isn't to say writing an importer would be easy. If there's a technical reason it can't be done or the developers simply don't want to, we'd understand completely!

Its just too different and terra as a engine in the terms of noise is lightyears ahead of iris so we should close that gap first before anything else really
