Drop underscores in spec shortname and repo name to align with usual practice? #3

The shortname defined in the specification is audio_context_playout_stats.
The repository name is web_audio_playout.

In both cases, the name includes underscores. Underscores are unusual in specification shortnames: there are no W3C/WHATWG shortnames with underscores, the only occurrences are for WebGL extension specs, defined in the Khronos Group.

Could the shortname and repo name use minus instead of underscores? Also, could they match?

Via w3c/browser-specs#1550 (comment) where we're considering adding the spec to the list of specs in browser-specs

Note the shortname can always be adjusted later on as needed (but stability is usually also a good thing!).
