While in SFTP connection mode all changes are committed with config #3

When the environment is set to SFTP connection mode already, the config export is not the only thing committed.

I'm not sure if it should be checking the connection mode and any existing changes or if it should only be running a commit of the config directory.

But it currently is doing something unexpected.
