Feature: Add local mode

The action has an unfinished 'local mode' that can be run manually on your machine (or somewhere not on an Action runner). I think it'll work fine with some adjustments, but I don't know how extensive those adjustments would be. Need to spend time with it.

If you could run this on your machine with the same results, how would you expect it to work? Would you drop the action into an existing repo? Or set a file path to your local projects? I can play around with it, but I'm curious to hear some thoughts.
