Add ability to filter controlled_lists endpoint

In service of not hammering the db with individual requests to the controlled_list endpoint as noted in review of Lingo #169, we should take an optional array of node aliases as a param for the controlled_lists endpoint that returns the lists that those nodes are configured to use. This should also return the default value(s) for those nodes so it is easy to prepopulate forms on the front end.
