What problem does this feature solve?

ConfigProvider 的 exchange-time 交换时间我以为是关闭动画用的，设置了没效果

What are the similar cases of this feature

希望有一个全局开关可以关闭所有非必要的动画效果，因为有些低配置电脑用起来实在太卡了，要每个组件用的时候去关闭也不方便
