There's not really an advantage to hiding it. The original reason was because not everything fit when the chat was expanded. But it's not like that's no longer a problem when the draft has finished.

It's useful for some people to see it ahead of time, when the draft is still in progress but has wound down, and they want to start building their deck.

The only concern is for people who have small monitors. If the settings pane is hidden behind the chat, then they won't be able to unselect the checkbox that would unhide the settings pane. It might be a good idea to put the land-suggestion pane to the right of the settings pane, so that something more benign is hidden instead.
