Annexes can be normative or informative: annex heading must contain the indication "(normative)"? #343

Is your feature request related to a problem? Please describe.

Do we want the annexes to be already "normative"?

If yes, we need to specifically mention it like in OpenDRIVE (https://publications.pages.asam.net/standards/ASAM_OpenDRIVE/ASAM_OpenDRIVE_Specification/latest/specification/index.html)

If yes, add "(normative)" text to the annexes

I am not entirely sure. This type of rules in combination is the QC Framework is a fairly new concept.
I would be okay with not making them normative now. We can commit to making them normative in the next project.
On the other hand, the rules are fairly basic, so it might also be okay to make them normative directly.

Then I think we can set them as normative, also stating that those are just the initial ones and that in follow up project will be reviewed and extended
